to introduce a number of substantial amendments. . . The Committee
has considered the amendments, and concludes that they give
rise to potential incompatibilities with rights under the
European Convention on Human
Rights (ECHR), the International
Covenant on Economic, Social and Cultural Rights (ICESC),
and the Convention on the
Rights of the Child."

- Nationality, Asylum and Immigration Bill
"We understand the disquiet which has been expressed
at the prospect of removing the children of destitute asylum-seekers
residing in accommodation centres from mainstream schools,
and educating them separately in accommodation centres. It
gives rise to troubling echoes of historical educational regimes
in some other countries where children were educated separately
on the basis of race or colour, under the now discredited
pretence that the separate provision was equal. Separate education
on the basis of ethnicity or national origin breeds and entrenches
social and educational inequality, and inhibits or even deters
integration."
". . .we have drawn to the attention of the House a number
of important matters which still cause us considerable concern
on human rights grounds."
