Placement choice was limited and particularly affected the needs of unaccompanied minors.

6.6 One fifth of the authority’s looked after children consisted of
unaccompanied minors or young asylum seekers. A team for dealing with these young people had been created by the division and was located within the children’s resources business unit. It was too early to assess the functioning of this team. However a small number of the young people who spoke to us were critical of some aspects of this service, particularly the lack of appropriate placements and allocated social workers."
