"1.1 This inspection was ordered by the Minister of State for Health and arose out of concerns about childcare practice in the Social Services Department (SSD). As a result of these concerns it was decided in November 1999 that the authority should be formally monitored by the Department of Health.

Unaccompanied asylum seekers may well contribute to this figure, but those for children on the register showed even high over-representation with sixty-two percent of the population.
