Description: "The LGA’s opinion is that the rapid development of consortia will be achieved best
through a Project Management approach. The Project Team and the Operational
Team need not be the same. The Project Team is likely to be best achieved through
short secondments of known opinion and good practice leaders. However thought
needs to be given to the Project Sponsors, as there is likely to be a considerable
overlap with the Executive Group of the new Consortia. The Project approach will
allow the developing consortia to consider a range of options for the Operational
Team, including Direct Employment, and/or sub contracting to the Independent or
Private Sectors."
