It has not been possible to include discussion of the clauses on the regulation of immigration advisers, bail and detention. Consultation, in which key themes were fairness, integration and streamlining, preceded the Bill and this was welcomed by interested organisations, as were some parts of what is proposed. There have, however, been
expressions of disappointment that the consultation has not resulted in the far reaching reform of attitudes and procedures for which they had hoped."
