15 - NASS PHASED ROLL-OUT

1.1 This bulletin is intended as general guidance to help caseworkers identify who is eligible to apply for NASS support under section 95 of the Immigration and Asylum Act 1999.

1.2 Under the phased introduction of the new scheme NASS currently consider support applications from:

Asylum seekers who applied for asylum on arrival on or after 3 April 2000

In-country asylum seekers living in Northern Ireland and Scotland who applied for asylum on or after 3 April 2000

Released Oakington detainees who applied for asylum on or after 3 April 2000

In-country asylum seekers living in Kent or Medway who applied for asylum on or after 17 April 2000.

Port asylum seekers living in Kent or Medway who are served with a refusal notice on or after 17 April 2000

In-country asylum seekers living in London who applied for asylum on or after 24 July 2000

In-country asylum seekers who applied for asylum on or after 31 July 2000 and live in the North East, Yorkshire and Humberside, and Wales

1.3 Any cases of doubt can be referred to the Policy and Process Unit via line management, in the normal way.

1.4 The time-table for extending the new support arrangements is as follows:

Monday 14 August

In-country cases living in North West, East Midlands, Eastern, South West and South Central

Tuesday 29 August

In-country cases living in West Midlands and Sussex

Monday 25 September

All disbenefited cases in England and Wales

1.5 The attached annexes give the names of each local authority contained in each of these regions by relevant date.

1.6 Disbenefited cases: From Monday 25 September those port asylum seekers who were in receipt of social security benefits but have had their asylum application recorded as refused on or after that date, will not be able to apply to a local authority for support and will only be able to apply to NASS for support.
